A nuclear plant is a machine that produces constant heat, and an electricity market pays wildly varying prices for it. Storing heat in molten salt during cheap hours and drawing it down during expensive ones is arbitrage against the plant's own inflexibility, using equipment already proven at concentrated solar plants. No nuclear license amendment is required because nothing on the nuclear side is modified.
