Two things make long-duration nuclear investable for retail

Neither is novel on its own. Putting both in front of the same investor, on the same offering, is the part that has not been done.

A number you can audit, before you commit

Retail investors are asked to price technology risk with a pitch deck and a rendering. A technology readiness level is the measurement the aerospace and energy sectors already use for exactly that, and it can be assessed from primary documents rather than claimed. Publishing it with a confidence band, its citations and a named signer is what turns it from a marketing number into one worth reading.

How a score is produced

Capital that moves when the work does

Committing money and handing it over are two different events, and on most platforms they are the same one. Releasing in tranches against milestones an independent certifier has to see evidence for bounds your exposure to what has actually been demonstrated. It does not make capital safe, because money already released is spent. It does mean you are never fully exposed to a design nobody has built.

How release works

Retail capital is not going to finance a reactor on its own

What retail capital can do is sit in the places where the check size actually fits: community tranches beside institutional money, direct lending to the developers and suppliers who make a build possible, and municipal issues that carry no investment ceiling at all. The forge that makes the large-diameter components, the fuel line, the salt loop. These are the businesses a reactor program depends on, and the ones where a few million dollars is a meaningful raise rather than a rounding error.
