An assessment engine reads NRC dockets, patents, test reports, national lab results and supplier contracts, then returns a technology readiness score with a confidence band and every citation behind it. A qualified human signs it before you ever see it.

TRL decides the instrument, and the instrument decides the risk

A design at the lab-bench stage should not be sold as a fixed-rate note, and a reactor already generating electricity should not be sold as a SAFE. The platform enforces the mapping rather than trusting it: an offering whose instrument does not match its TRL cannot be published.

One number, and its limits

A design can reach TRL 8 and still be unbankable, because the scale measures demonstration and not construction cost, offtake or aging. Where that is the live question, the reviewer says so in writing beside the score.

Your money moves when the work does

Committing capital and handing it over are two different events. Between them sits an escrow agent and an independent certifier who has to see evidence before the next tranche unlocks.

    Capital is held by a third-party escrow agent, not by the issuer and not by us.

    The issuer submits evidence

    An ITAAC closure package, a witnessed test report, an executed supply agreement, whatever the rung requires.

    An independent certifier verifies it

    Not the issuer, not the platform, and not the model that generated the score.

    The tranche releases

    Structured as staged closings rather than withheld proceeds, because you generally cannot hold investor money hostage after a closing.

Worked example

An offering raises $48M against a reactor at TRL 8. Investors have committed $31.2M. The issuer has $21.4M, because the first two rungs, license issuance and module-one qualification, have been certified. The remaining $9.8M stays in escrow until full acceptance criteria closure is verified.

TRL six is the dividing line. Below it you are funding engineering; above it you are lending against an asset that exists.

Tier I · Emerging Technology

TRL 1 to 6

Fund the reaction.

SAFEs, convertible notes and preferred equity in reactor developers and fusion programs. Long-dated, illiquid, and genuinely capable of returning nothing. This tier requires a risk acknowledgement before you can invest, and it should be a small fraction of anyone's portfolio.

Tier II · Operating Assets

TRL 7 to 9

Baseload for your portfolio.

Senior and fixed-rate notes, revenue share and municipal mini-bonds against plants under construction, fuel facilities with executed supply agreements, and forges with a backlog. The evidence base is documents and metered output rather than projections.

Where the money sits, and who is allowed to touch it

Third-party escrow

Committed capital is held by an escrow agent. The platform never takes custody of investor funds.

Independent certification

Milestone verification is performed by a certifier with no economic interest in the release.

Separated entities

A funding portal may not also be a broker-dealer. Regulated activity sits apart from the technology company that builds the scoring engine.

US ownership screening

The Atomic Energy Act bars licensing an entity owned, controlled or dominated by a foreign interest. Citizenship and control are screened at account opening, not patched later.
