Ballast Thermal Storage Retrofit

Fixed-rate notes on salt storage bolted onto an operating plant, so a baseload machine can chase the peak price.

A nuclear plant is a machine that produces constant heat, and an electricity market pays wildly varying prices for it. Storing heat in molten salt during cheap hours and drawing it down during expensive ones is arbitrage against the plant's own inflexibility, using equipment already proven at concentrated solar plants. No nuclear license amendment is required because nothing on the nuclear side is modified.

Molten salt thermal storage is commercially proven at concentrated solar plants and this system is complete and undergoing commissioning, which is level 8. Nothing on the nuclear side is modified, so no license amendment is required and the regulatory risk is close to nil. The commercial exposure is merchant: the revenue depends on a peak-to-off-peak price spread that competing storage will erode.

At TRL 8, the ladder permits Fixed-rate note or Municipal mini-bond and releases up to 90% of committed capital. This offering is structured as a fixed-rate note, which is consistent with that band.
